Gray wolves have long been biologically recovered, yet their management remains tied up in federal red tape and courtroom battles. The result is a system that ignores science, undermines conservation, and prevents states from responsibly managing a species that has clearly met—and exceeded—recovery goals.
That is why the Minnesota Deer Hunters Association is urging its members and supporters to take action in support of H.R. 845, the Pet and Livestock Protection Act of 2025.
What Is the Pet and Livestock Protection Act?
H.R. 845 would remove gray wolves from the federal Endangered Species Act (ESA) and return management authority to the states—where it belongs.
This legislation reinstates a 2020 U.S. Fish and Wildlife Service rule that delisted gray wolves across the Lower 48 states. That rule was based on decades of peer-reviewed science and population data and was supported under both Republican and Democratic administrations. The conclusion has been consistent for years:
Gray wolves are recovered.
Why Congressional Action Is Needed
Despite strong scientific findings, repeated wolf delisting efforts have been overturned by activist litigation and court decisions. These legal challenges continue to block state wildlife agencies from managing wolves using proven, science-based tools.
Congress must act to provide certainty and ensure wildlife policy is guided by facts—not lawsuits.
